City of Early Minutes - July 1, 2008

The Early City Council held a work session at 6:30 p.m. to work on the Emergency Operations Plan.

The Early City Council meeting was held on Jul. 1, 2008. The meeting was started with the Pledge of Alliance. Mayor Richard Snyder called the meeting to order at 7:00 p.m. with roll call as follows: Present: Bill Cougill, Randy Franken, Mary Ann Brinkman. Absent: Vince Davis and Pennie Irwin.

Motion was unanimously passed by those present to approve the consent agenda, including agenda, minutes, bills for payment, residential building permits for David Robley-fence, Dale Nellis-enclose deck, United Methodist Church-new sign and David Larison-deck & patio. Absent: Davis, Irwin.

A thank you was read from Bill and Sheila Cougill.

Barb Bloom and Rene Stroud, representing the Sac County Conservation Board, presented information on the Conservation Center that is being planned. They are in the final fund raising phase to be able to receive the $160,000 CAT grant. They have to have the final funds raised by September 15. They are requesting each community contribute to the project as the whole county will benefit from it.

Councilor Davis arrived at 7:15 p.m.

Fire Chief Doug Reis and John Wunschel, Manager of Farmers Cooperative met with the council to discuss the removal of the old feed mill and old wood elevator buildings. The Cooperative is also going to do a Community Service Day in August. The Council is come up with a project for their help.

The Mayor reported that at the Northwest Iowa League of Cities meeting, the DOT informed them that Highway 20 will be completed as a four-lane highway to N-14 by 2012. Council reviewed the Sheriff report for May.

Supt. DPW Ray Musselman reported on the month’s activities: There were a number of water line repairs last month, sewer main rehab has about three blocks to complete, manhole rehab will probably be starting next week, there was a sewer problem on the north end of Main Street, R & R Construction has a good start on the lagoon.

Councilor Irwin arrived at 8:20 p.m.

Clerk reported on information for Records Management. She is to schedule demonstrations from the three companies.

All late utility bills will be shut off at the end of the month.

Councilor Brinkman left at 8:45 p.m.

Motion was unanimously passed by those present to increase the mowing charges to $75 per LOT per time. Absent: Brinkman.

Motion was unanimously passed by those present to contribute $300 per year for two years to the Sac County Conservation Center Project. Absent: Brinkman.

Bids were received for the roof replacements for the fire station and shop from Schmitt Construction, $12,405 for steel and from Western Iowa Urethane for $11,298 for steel or $8400 for shingles. Resolution 08-21 Accepting the Bid for the Replacement of the Roof on the 1991 Fire Station and the Shop Building if Western Iowa Urethane bill includes roof vents on the fire station and the removal of the chimney on the shop was offered by Councilor Davis and seconded by Councilor Franken.
